JOB TITLE: Police Officer (Constable) Transferee Surveillance Team
RANK: Constable
DUTY BASE: Northamptonshire
SUPERVISION AND CONTROL: Responsible to Detective Sergeant – Surveillance Team
MINIMUM TENURE PERIOD: 56 months
PURPOSE OF JOB:
To undertake covert surveillance in order to obtain intelligence and evidence to assist an investigation or operation.
MAIN RESPONSIBILITIES:
- To work as part of a highly motivated, inclusive team that works collaboratively to solve problems given to it through covert intelligence tasking.
- On receipt of the relevant briefing information, collectively identify a plan of action to undertake the surveillance in line with the SIO / FIOs objectives.
- Undertake covert surveillance as authorised under the Regulation of Investigatory Powers Act 2000, and Human Rights legislation.
- Debrief covert surveillance operations on a daily basis, ensuring the evidential log is accurate
- To undertake covert intelligence work in relation to identified organised crime groups and other high priority subjects / groups / individuals as directed by the CIU Detective Inspector.
- To proactively improve the performance of self and colleagues by constructive assessment of the effectiveness of the team, identifying both positive and negative performance.
- To provide general support and cover to the wider Intelligence Department as required and undertake any other such duty as directed by the Mobile Surveillance Sergeant.
NOTE:

In the interests of effective working and major tasks may be reviewed from time to time to reflect changing needs and circumstances. Such reviews and other consequential changes will be carried out in consultation with the post holder. The post holder will be also required to carry out such other duties as may be determined from time to time to be within the general scope of the post.
ESSENTIAL CRITERIA
- Must holder a current Level One Surveillance qualification and be in a surveillance position that affords regular refresh of skills / training, and fit / able to deploy in this role. (Q1 Course)
- Must hold a current Advanced Driver qualification and be fully capable of deploying in this role
- Must have a working knowledge of relevant guidance within ACPO Surveillance Manual 2006, including RIPA and associated authorities
- Previous attendance on surveillance log keeping and disclosure course
- Demonstrate the ability to maintain the highest level of confidentiality and integrity at all times
- Demonstrate self-motivation, initiative and flexibility
- Demonstrating by example team working and good communication skills
- To pass Management Vetting (Police vetting for Designated Posts) and SV Security Clearance (National Security Vetting) vetting criteria

Recruitment and Selection Policy
Internal applicants who are at risk of redundancy or in need of redeployment and pass the selection process, will be offered the role over the remaining internal and external applicants.

Please be aware that the Office of the Police, Fire and Crime Commissioner and Northamptonshire Police are separate employers. Although Police internal vacancies are open to OPFCC staff and vice versa, if you are successful, the change of employer will require a longer onboarding process and you will receive a new contract and payroll number. Service with either employer can be carried over as continuous service.
Police Barred and Advisory lists
Individuals placed on the Police Barred and Advisory lists will not be considered for employment by the Police or OPFCC for a minimum of 5 years from the date of listing in the case of gross misconduct, or 3 years from the date of listing in the case of poor performance.
